Joseph County courtroom on Tuesday, holding a piece of paper, as she read her statement about the murder of her daughter and her unborn grandchild, revealing a mix of anguish and anger. She recounted her reaction when she first learned what happened, her sense of failure at not protecting her year-old daughter, Breana Rouhselang, and the struggle to move on. Breana's father, David Rouhselang, fought back tears as he urged a harsh sentence for Trejo, claiming the year-old boy had "no remorse or regret for what he's done.
Members of Trejo's family also had a chance to speak, trying to reveal another side of his personality. After weighing several factors — Trejo's age and lack of prior criminal record, but also the violent nature of the crime — the judge sentenced Trejo to 65 years in prison.
He'll receive a year sentence for murder and a year sentence for feticide. The sentences will run consecutively, with no time suspended. Trejo pleaded guilty to stabbing and killing Rouhselang, a Mishawaka High School classmate, in December after the two argued over her pregnancy.
Her body was discovered in a dumpster behind a restaurant near her home. A trash bag had been placed over her head and upper torso, according to court documents. What is feticide? Definition and the potential punishment. Trejo told police that Rouhselang waited too long to tell him about her pregnancy and that it was too late for an abortion. Rouhselang was six months pregnant at the time of her death.
Trejo told police when initially questioned, "I took action I took her life," according to court documents. In addition to family members, Trejo's attorney called on a forensic psychologist to speak about the pressures Trejo faced. Please log in, or sign up for a new account and purchase a subscription to continue reading.

Some statistics are encouraging, yet the headlines often tell of violent incidents, making residents feel unsafe. Online rankings sow further confusion; by the time one recent, inaccurate report was debunked, it had been shared thousands of times on social media.
To make progress on crime and safety, we need to accurately understand the good and the bad. As recently as the s, it was not unusual to experience over 20 homicides in a year here.
Overall violent and property crime rates are down considerably over the last two decades. Within Indiana, we are on par with similar cities. Inthe last year for which we have full comparative data, our rate was close to Indianapolis or Fort Wayne, lower than Elkhart or Gary but higher than Michigan City or Evansville. The troubling news is that gun violence has increased in the last two years, including several heartbreaking incidents involving teenagers. This, too, is consistent with national trends, and experts are struggling to explain why.
While our homicide rate remains well below its s levels, this increase is cause for major concern. What do we know about this trend, and what are we doing about it? First, we know that nearly all gun violence is associated with a small number of people in our city — approximately one half of 1 percent.
We also know that almost always, the victim and the shooter know each other personally. Again, this pattern holds across most cities, so we are using it to help focus our strategy. We compared our challenges, and interacted with the most respected leaders in policing. We tackled issues from school safety to opioid abuse, and of course discussed gun violence strategy. We came back with a renewed sense of purpose and focus for our work at home.
Our foundation remains the Group Violence Intervention strategy. The GVI focuses tightly on small, overlapping networks of dangerous individuals most likely to be involved in gun crime. These individuals, and the gangs or groups they are part of, face a choice: change your violent lifestyle with our help, or experience a new level of law enforcement attention.
Most of the people we have engaged have gone on to stay out of our trouble. Meanwhile, we are adding street outreach workers to help connect people to services and break cycles of violence and retribution. Community cooperation remains crucial. Sometimes a bystander or even a shooting victim knows who is responsible but does not tell police.
Far too many shootings result in a victim or family trying to take matters into their own hands, furthering a cycle of violence.
This is part of why stronger police-community relations are so important. By June, all officers will be equipped with body-worn cameras to strengthen mutual accountability between residents and officers. Meanwhile, officers are receiving training in bias, de-escalation, and advanced tactics. As a result, recently we have seen a drop in incidents leading to a use of force.
We are also receiving far fewer citizen complaints against police officers. To keep up this progress, we depend on residents to help build relationships with officers — and to help recruit talented, diverse applicants to consider a career in law enforcement.
There is no easy formula for keeping a city safe. But we know the key elements: a well-trained and professional police department, community partnerships, evidence-based strategies, and a clear understanding of the facts. Together, all of us can contribute to the solution.South Bend, Indiana, has seen a dramatic increase in violent crime since Mayor Pete Buttigieg took officeraising doubts about his ability to govern the city ofDespite multiple promises and data-driven solutions from Buttigieg, a comprehensive look at South Bend's official crime data reveals a systemic problem throughout his tenure.
Data submitted by the South Bend police department to the FBI's Uniform Crime Reporting system are available through ; figures on and the first four months of were released in the public minutes of the South Bend Board of Public Safety meeting. Violent crime has risen year-on-year since Buttigieg took office in Last year marked the highest rate of violent crime in at least 20 years.
The violent crime rate dropped over the first four months ofbut the data do not extend into summer, when violent crime reliably spikes. But a year later, that commission—the South Bend Group Violence Intervention—became mired in scandal when an anti-violence counselor pushed his wife to the floor, beat her, and threatened to shoot her, according to police reports.
Speaking of which, a closer look at the data reveals what is driving the violent crime spike: assaults. Rates of homicide and robbery have remained roughly constant; rape rates spiked after Buttigieg's election but now appear on track to reach pre-election figures. But aggravated assault, as Klee noted, has taken off.South Bend Councilman addressing crime in South Bend
The rise in aggravated assaults is likely driven by Buttigieg's failure to encourage "proactive policing," former Common Council president Derek Dieter told the Washington Free Beacon. A former South Bend police officer himself, Dieter said that South Bend's decision under the Buttigieg administration to cut its drug unit and traffic bureau cut down the department's ability to take preventative measures against violent crime.
In addition, Dieter said the lack of interaction with police officers and the communities they serve outside of criminal confrontations engenders a mutual disrespect between the two groups. Buttigieg has long faced troubles with his police department, starting with his decision to demote the popular black police chief Darryl Boykins in The decision stirred racial resentment both within the department and South Bend's black community—Buttigieg described it as his "first serious mistake.
Buttigieg compounded the problem with his decision to hire New England native Ron Teachman as Boykins's replacement. Once he took over, Teachman faced multiple accusations of racism and a state police investigation after he allegedly failed to help a black police officer break up a fight in Buttigieg's problems with the police department burst into the national news when Sgt.

According to O'Neal, Logan had been attempting to rob parked cars. Buttigieg faced further public outcry at a contentious town hall, where many members of the black community accused him of mishandling the police department not only in the Logan shooting, but also in the many previous police-related incidents since It is the 95th safest city in Indiana among the 97 cities.
